“Build policies with people in mind. I don’t think that you should build them in a vacuum. We need to go and find out how people work, what they do, how they create records, how they manage records, and what their problems are. ”

Proper records management can be tricky to successfully implement at agencies of any size. End-users may not be willing to adopt new policies, changing circumstances may force policy changes (such as a global pandemic! ), federal mandates may changes – the list goes on.
